You will need this program HLDS Update Tool
Where to get the server files.

How To Install HLDS Update Tool:
To install a NeoTokyo server, you have to start off with the Half-Life 2 Multi Player Server. To get this, you need to install the HLDS Tool. The HLDS update tool is a little command-prompt driven application that can download dedicated server files from Steam.
By default it is srcds. Which will work fine.
How To Use HLDS Update Tool:
Now that it is installed. Create the directory neotokyo in the srcds folder. Now open up a command prompt (Start -> Run. Enter CMD in the "run" box.) and go to where you installed the HLDS Update Tool. By default it is, C:\srcds. You can get to it by typing

cd \srcds
If this is first time you have run the HLDS Tool, you will need to update it. Type

Hldsupdatetool
Now that you have updated, you will need to download HL2MP from steam. To do so, you will need to type this into your command prompt. Make sure you have created the folder you want it to go to before hand HLDS does not make new folders.

Hldsupdatetool -command update -game hl2mp -dir C:\srcds\neotokyo
Installing the Mod:
You will need to download NT from the link on the top of the page and extract it to the C:\srcds\neotokyo folder. After this is done, the folder structure should look like the image below.
Basic .bat command line.

Premium .bat command line.
